Abstract

The forty-year anniversary of the Helsinki Agreements on which the existing formal security arrangements of Europe are based, could have led to a convivial party. In reality the opposite is actually the case. The European safety relations in 2015 look now on course for another long-lasting conflict between East and West. There is little time to celebrate.
